Jessica Hill is a strategic, commercial and pragmatic Chief People Officer with strong expertise in aligning people, culture and workplace strategy to organisational priorities. She partners closely with C-suite leaders in fast-paced global organisations across the public and private sectors, known for tackling complex challenges, shaping future-focused people strategies, and delivering large-scale transformation through values-led leadership. Jessica is Director of People, Culture & Workplace at Ofcom, leading People & Culture and Estates, with responsibility for workforce strategy, cultural transformation and high-performing working environments. She previously led major HR and people transformation programmes at Ofcom, spanning operations, systems, employee relations and service delivery. Jessica also serves as a Non-Executive Director at Lancashire Cricket Foundation. Earlier, she spent nearly 20 years at Addleshaw Goddard, including as Global Head of HR across Europe, the Middle East and Asia. She holds a BSc in Psychology, is CIPD qualified, and is an ILM Level 7 Executive Coach and Cappfinity Strengths Coach.
